Manchin Wants Study of Daily Cardinal

Senator Joe Manchin (D-West Virginia) is pushing for a study of making Amtrak’s Cardinal a daily train.

Nos. 50 and 51 currently operate tri-weekly, departing Chicago on Tuesday, Thursday and Saturday; and New York on Sunday, Wednesday and Friday.

Manchin said in a news release that he was able to win approval of a measure to fund the study in the Surface Transportation Investment Act that is being considered by the Senate.

“The language I secured in the Surface Transportation Investment Act will require a study on potential options to restore the Cardinal line daily service, which provides access to and from much of West Virginia, Manchin said in statement.

“This is an important first step towards restoring the Cardinal line and I look forward to reviewing the results of this important study to determine how we can best move forward.”

Amtrak Eyeing Superliner Replacement or Rebuilding

Amtrak has given a hint that it is considering a plan for replacement or rebuilding of its Superliner fleet.

In a letter to Rail Passengers Association Jim Mathews, Amtrak Chairman Anthony Coscia said the carrier is evaluating what he termed an “appropriate strategy” for the Superliner fleet, which is primarily assigned to long-distance trains.

Coscia noted that several of Amtrak’s equipment fleets are nearing the end of their useful lives.

“We are eager to grow and expand service to currently underserved cities, corridors and communities across the country,” Coscia wrote. “We are hopeful there will be opportunities for expansion onto new routes in places like Kansas, Minnesota, Wisconsin and Illinois.”

He also indicated that Amtrak’s PRIIA-required Route Improvement Plans are providing an opportunity to examine options for daily service for the Cardinal and Sunset Limited.

“Of course, to do so will require reasonable cooperation from our host railroads and available equipment,” Coscia wrote.

It is not yet what steps Amtrak might take to address the wearing out Superliner fleet.

Amtrak Acknowledges Changes Coming for Empire Service, Cardinal, Due to Penn Station Construction

An Amtrak official has confirmed that the carrier plans to divert Empire Service trains this year to New York Grand Central Terminal during a construction project at New York Penn Station.

In a related development, Amtrak said it plans to temporarily cease operating the Cardinal between New York and Washington starting March 29.

The Empire Service diversion was discussed by Amtrak’s Empire District general superintendent, Kevin Chittenden, during a meeting of the Empire State Passengers Association.

Although he didn’t say when the diversion would take place, Chittenden said it would last for three months during the summer. During that time, the connecting track that Amtrak uses to move between Penn Station and Metro North tracks will be closed for maintenance.

Chittenden also indicated that Amtrak is considering used FL-9 locomotives as cab cars for trains going to and from Grand Central. However, Amtrak may also use cab cars in push-pull mode.

Amtrak diverted several Empire Service trains into Grand Central last summer, but continued to operate the Lake Shore Limited into Penn Station.

News reports have surfaced that Amtrak plans to temporarily drop the New York section of the Lake Shore while work is being done on the connection track to Penn Station .

As for the Cardinal, Amtrak said it is being terminated in Washington to relieve congestion at Penn Station.

The first eastbound train to terminate in Washington rather than run through to New York will leave Chicago on March 29. The first train to originate in Washington will depart on April 1.

Amtrak did not say how long Nos. 50 and 51 will continue to operate only between Chicago and Washington.

The Rail Passenger Association said the advocacy group Friends of the Cardinal is preparing to enter into talks with the West Virginia Tourism Commission on support for making the Cardinal a daily service.

It currently operates tri-weekly, originating in New York on Sunday, Wednesday and Friday, and originating in Chicago on Tuesday, Thursday and Saturday.

W.Va. Senate Passes Daily Cardinal Legislation

A bill that seeks to promote daily operation of Amtrak’s Chicago-New York Cardinal is poised to pass the West Virginia legislature and be sent to Gov. Jim Justice.

The Senate approved the legislation on a 32-1 vote this week without discussion.

HB 2856 had been approved on March 22 on a 95-5 vote by the House of Delegates.

The House must concur in a title amendment to the bill before it reaches the governor’s desk.

The bill has the support of the Justice administration. “I couldn’t be more solidly behind it. It’s integral to tourism to have that train operating daily,” said Commerce Secretary Woody Thrasher said of the legislation, which does not appropriate any funding for operating expenses of the now tri-weekly train.

Instead, it authorizes the state Tourism commissioner to enter into compact agreements with other states served by the Cardinal, and with Amtrak to improve the quality and frequency of Cardinal service.

The commissioner will be allowed to establish a special revenue account in which funds could be deposited to promote daily Cardinal service.

The Cardinal passes through West Virginia in both directions on Sundays, Wednesdays and Fridays, serving Huntington, Charleston, Hinton, White Sulphur Springs and Prince.

W.Va. Legislature Moves Toward Daily Cardinal

One half of the West Virginia legislature is supporting legislation that would permit the state tourism commissioner to work with Amtrak and other states to make the Chicago-New York Cardinal a daily operation.

The House of Delegates approved the bill on a 95-5 vote and it now goes to the Senate for consideration.

The bill would establish a special revenue account that could be used by the state to help fund the outreach effort, but it does not appropriate any funding to help pay the operating costs of the Cardinal.

The Cardinal currently operates tri-weekly, passing through West Virginia westbound on Sunday, Wednesday and Friday, and eastbound on Sunday, Wednesday and Friday.

Amtrak Claims Closing Huntington Ticket Office Step Toward Increasing Cardinal’s Frequency

Amtrak is attempting to frame the removal of its ticket agent from Huntington, West Virginia, as a move designed to save money so that the Chicago-New York Cardinal might be able to run more frequently than three times a week.

amtrak-cardinalThe last day for the Amtrak ticket agent to work was Wednesday night.

“Every dollar [Amtrak] can retain by taking advantage of technological advances like e-ticketing is a dollar that can go towards giving Huntington daily Amtrak service,” said Amtrak Senior Government Affairs Specialist Charlie Monte Verde in a statement to Trains magazine.

Reiterating what Amtrak personal have said to the news media when ticket agent were removed from other stations, Monte Verde said most tickets are now purchased online or on smart phones.

He described the move to remove the Huntington agent as a business decision.

Boy Scouts Urge Daily Operation of The Cardinal During 2017, 2019 Jamborees in West Virginia

Boy Scouts of America is urging Amtrak President Charles “Wick” Moorman to operate the Cardinal daily during July 2017 when the Scouts will hold their National Jamboree at Mount Hope, West Virginia.

amtrak-cardinalThe Summit Bechtel Reserve at Mount Hope will also be the site of the World Scout Jamboree in 2019 and the Scouts would like to see daily service during that event, too.

The jamboree location is within the 70,000-acre New River Gorge National River recreation area. The Chicago-New York Cardinal operates tri-weekly.

The Boy Scouts became aware of the movement to urge Amtrak to operate the Cardinal on a daily basis during a conference held in September in Cincinnati.

“I hope Amtrak will consider the opportunity to take advantage of the Jamboree window to operate daily service on the Cardinal and to work with local tourism representatives to maximize this unique opportunity,” BSA Chief Scout Executive Michael Surbaugh wrote in a letter to Amtrak. “I know I speak for all when I say that enhanced service would be a welcome addition offering the possibility of increased ridership and visitors to the New River Gorge.”

All Aboard Ohio, a rail passenger advocacy group, said that Amtrak cannot legally expand service that increases its operating losses without identifying funding to offset it.

AAO noted that Amtrak has estimated that it has enough equipment to operate the Cardinal as often as five days a week.

The equipment pool available to expand operations of the Cardinal to seven days a week may be sufficient by next summer due to Amtrak taking delivery of new Viewliner cars being built by CAF USA.
